Cabbar Jalilov was born on April 25, 2002, in the city of Jalilabad.
From 2008 to 2019, he received his secondary education at Secondary School-Lyceum No. 8 in Jalilabad.
In 2019, he was admitted to the Faculty of Finance and Accounting of the Azerbaijan State University of Economics (UNEC), majoring in Accounting and Audit.
In 2021, he was elected as the Student Rector of UNEC.
