He was born on 23 July 2006 in the Tovuz district of the Republic of Azerbaijan.
From 2012 to 2023, he studied at Secondary School No. 159 named after S. Poladi in Baku, where he was awarded various diplomas and certificates of merit in recognition of his high academic achievements during his secondary education.
In 2023, he was admitted to the Business Administration program of the International School of Economics (ISE) at the Azerbaijan State University of Economics (UNEC).
Throughout his higher education, Ziya Mastanov has distinguished himself through strong academic performance as well as active participation in social and public initiatives.

Since 2024, he has been actively involved in the UNEC Digital Volunteers Organization as a member of the Board representing the ISE faculty and, in the same year, was elected Chair of the organization for the ISE faculty.
During his tenure in this role, he put forward and implemented significant initiatives aimed at organizing and developing student volunteer activities.
From May 2025, he served as Chair for the ISE faculty within the UNEC Student Youth Organization (SYO).
In December 2025, he was elected Chair of the UNEC Student Youth Organization.
Currently, in this position, he continues to make systematic and purposeful contributions to strengthening student self-governance within the university, enhancing students’ social engagement, and promoting the integration of young people into public and social processes.
